The Research Journal of Education, Science, and Technology (RJEST) is the official research journal of Carlos Hilado Memorial State University. Articles published in this journal focus on education, sciences, and technology as the scientific outputs of faculty members and staff to disseminate and preserve scholarly information. The journal is
published annually and all manuscripts are externally refereed. The findings and opinions in the articles are those of the authors. Submission of Manuscript and Formatting Guidelines

A.  Submit the soft copy and three (3) copies of the manuscript to the RDS office containing appropriate and sufficient substance and including the following parts:

  • Heading, Title , Name of Author/(s)Email College/Campus
  • Abstract (maximum of 250 words)
  • Keywords (minimum of 3 words)
  • Introduction (Objectives of the Study/Statement of the Problem and citations)
  • Framework (Theoretical and/or Conceptual)
  • Materials and Methods (for experimental research) Methods (for non-experimental research)
  • Results and Discussions (with implications from citations)
  • Conclusions and Recommendations
  • Literature Cited

B.  Submit proof that the paper was subjected to the local in-house review by the panel of internal and external experts.

C.  Attached the accomplished compliance form.

D.  The author must observe the following prescribed format:

  1. Font Style and Size
    • Arial 12 font-size throughout the manuscript
    • Arial 9 font size for tables
    • Foreign words, including scientific names, must be italicized
    • Research Title (Uppercase – Boldface, Center)
    • Sub-Title (Sentence case – Boldface, Italics, Center)
  2. Indention

                All paragraphs must be properly indented by 0.5 inch.

    • The abstract must have 200-250 words unless justified such as pure sciences.
    • The entire manuscript must contain 4000 to 7000 words unless justified (not to exceed 12 pages).

    • Photographs should be original figures that are not electronically enhanced or pixilated and submitted in a jpeg or png
    • Label of figures should be of such a size so that these are still legible even after reducing the size by as much as 50%.
  3. Correct Usage
  • Spell out names, expressions, acronyms, or unfamiliar abbreviations used for the first time on the text and stand alone unit of measurement except for instances that it comes with figure.
  • Use the word equivalent for numbers 0-9,
  • Do not use full point and a space for the abbreviation of titles (e.g. PhD, MA).
  • For pure sciences, write the scientific names of species completely when it is first mentioned in the text.
  • Foreign word(s) or expression(s) must have an equivalent meaning in English.
  • Use italics to highlight a foreign word or technical terms when they are first introduced, whether or not they come within a direct statement in quotation marks.
  • Use paragraph form for
  • Use gender-sensitive
  • Use Latin abbreviations such as e.g., i.e., etc., et al. For expressions within parentheses. Elsewhere they should be used using their English equivalents.
  • When names of authors are enclosed in parentheses as in in- text citation, use the ampersand (&) than its spelled out equivalent and.
  • Use the symbols f (for frequency in italics) and % (for percent) in the tabular presentation of research results. The word equivalent should be used in the text except for instances when the word “percent” comes with a numeral.
  • Use past tense when:
    • discussing the research methodology;
    • supporting the findings referring to a statement(s) of other researchers;
    • citing previous research in your article;
    • and, discussing a fact, research results, or law that is no longer considered valid and relevant.
  • Use present tense when discussing the data found in the table, findings, conclusions, and their implications stating general truths or facts or conclusions supported by scientific findings that are unlikely to change–this may be anything that is universally accepted.
  1. Referencing
    • Authors are cautioned from using gray literature (any work that is not scientifically peer reviewed and published in internationally indexed research journals). Prefer references that have earned citations already.
    • All references used in the manuscript should be listed using the American Psychology Association (APA) format.
    • Literature must be lifted from peer-reviewed, indexed cross referenced journals in reputable databases.

 

Peer Review Process

To ensure its suitability for publication, the Research Journal of Education, Science, and Technology (RJEST) follows a system of peer review, the process of which, involves internal and double-blind review subdivided into stages commencing from the preliminary review to the rigorous internal and external double-blind peer review.

Stage 1 (5-15 days). Preliminary Review by the Managing Editor (format, language, and plagiarism check)

  1. The author submits his/her paper to the editorial board with appended:
    • Certificate of Compliance with the panel suggestions during the in-house review issued by the RDS Director; and,
    • filled-out notification form that the article has not been published or considered for publication in other journals.
  2. The managing editor performs the preliminary review where he/she checks the format and language in the manuscript. The format review covers the composition of the paper; font style and size, pagination, margin, indention, length, and number of words, spacing, table presentation, and the referencing format.
    • The language review encompasses correct usage, use of tenses, syntactic structures, spelling, capitalization, and punctuation.
    • The plagiarism check is done using plagiarism detection software to identify the content similarity of the paper with related conceptual and research literature and to determine the obtained plagiarism score. Going by the convention, a text similarity below 15% is acceptable by the journal.
  3. Results of the preliminary review are sent to the author 5 days after receipt of the submitted manuscript.
  4. All papers that have passed the preliminary review are submitted to the Editor-in-Chief for the second stage of the review Papers needing major improvement in the format are returned to the author to incorporate the needed revision. The authors are given ten (10) days to resubmit the paper to the managing editor for another round of preliminary review.

Stage 2 (10 to 25 days). Technical Review by the Editorial Board

  1. The editor-in-chief (EIC) designates two associate editors to do the double-blind technical review of the submitted paper. The technical review focuses on the originality, validity, significance, completeness, technical accuracy, and suitability for publication of the submitted paper. The editors reserve the right to accept or reject the paper submitted for evaluation and, eventually, for The decision on the manuscript could be one among the following: “accept as is”, “accept with minor revision”, “accept with major revision”, or “reject.” The author is notified 15 days after receipt of the manuscript of the decision of the editorial board. The reason/s for the rejection is/are indicated in the notice.
  2. For accepted papers with required revisions, the author is given 14 days to re-submit the corrected and improved version of the paper to the EIC.
  3. In case of a manuscript submitted under multiple authorships, the author publishing the paper is responsible for obtaining copyright assignment permission from all his/her co-authors to provide a statement confirming this. Names of multiple authors are listed according to the hierarchy of authorship.

Stage 3 (10 to 15 days). Technical Review by the External Reviewers

  1. The paper is further subjected to another double-blind peer review process by the external experts who are deemed highly qualified professionals and have profound knowledge and experience in a particular scientific direction. Their review concentrates on the originality, validity, significance, completeness, technical accuracy, and suitability for publication of the submitted paper.
  2. The review is then submitted to the EIC with a recommendation to either accept, reject, or request for minor/major revision before it is reconsidered.

Stage 4. (5 to 10 days) Evaluating the Reviews by the Editorial Board

  1. The editorial board checks and considers all the returned reviews by the external reviewers before finalizing the decision. If the reviews differ widely, the editor may invite an additional reviewer to get a second opinion before making a decision.

Stage 5. Decision (3 to 5 days)

  1. Notice of acceptance is sent to the author whose paper is assessed as worthy of publication. For a paper needing improvement or revision, the author is given ten days to address the referees’ comments and
  2. The editorial board checks the author’s compliance report to make sure that all suggestions and recommendations of the reviewers are incorporated in the improved/revised version of the paper.

Stage 6. Production and Publication (7 to 14 days)

  1. After a series of reviews, revisions, and re-submissions, the paper is finally prepared for production and publication.

RJEST is an annually publication.
